2. Scientifically determine the planning concept and space reconstruction framework according to local conditions
In order to ensure the smooth implementation of the layout of urban and rural space, the planning has proposed the planning concept of realizing "functional separation, land intensity, habitat security, traffic network, facilities sharing, humanization of landscape”. In view of the spillover of the function of the county after the earthquake, the planning puts forward the urban spatial structure frame of the ecological organization of the "two-center in the north and south, two-axis vertically and horizontally and five-zone" to decompose the county functions.
3. Focus on disaster prevention and mitigation habitat safety to achieve harmonious development of people and land
Through the combination of ecological restoration, disaster prevention and mitigation and urban system restoration and reconstruction, it intends to build a safety supporting system of urban construction and reconstruct an ecological system with more stable structure and optimized benefits through restoring the ecological environment and comprehensively preventing and controlling ecological disasters within the county. It emphasizes the function of roads as the lifeline of the region to enhance disaster prevention and mitigation capacity, promote the harmony between man and nature and ensure the comprehensive, coordinated and sustainable development of ecology, economy and society.
4. Pay attention to people’s livelihood and hematopoietic function to resume production and life as soon as possible
The planning focuses on the restoration of the reconstruction project bank, which centers on the livelihood projects of “how to restore important industries, basic living facilities, public service municipal facilities within three years”, highlighting the implementation of recent projects such as transportation, hydropower, education, health care and social welfare facilities, embodied in the traffic artery recovery, primary and secondary schools, disabled service centers, welfare homes, nursing home configuration, etc.
